Default rule and exceptions
On notice from public works, the owner of each lot abutting a street must build, construct and maintain the abutting sidewalk in safe condition; sections deteriorated, broken, lifted or shifted "by age, usage, roots, or other reasons" must be repaired to grade and unsafe sections removed and relaid by the owner (§ 30-36).

Upon notice from the public works department the owners of each lot abutting on any street shall build, construct, and maintain in a safe condition a sidewalk along the portion of the lot that abuts upon the street. All sidewalks, curbs, and gutters and curb cuts and any paved area therein shall be maintained and repaired at the proper grade at all points where the sidewalks and curbs are deteriorated, broken, lifted or shifted from proper position by age, usage, roots, or other reasons.
Such parts or sections of sidewalks, curbs, or gutters which are in an unusable or unsafe condition shall be removed and relaid to grade by the property owner.
