Default rule and exceptions
Anchorage Municipal Code § 24.50.020(B) prohibits an abutting owner from letting the sidewalk fall into disrepair or become unsafe; after ten days’ written notice the sidewalk may be removed by the municipality or repaired at the owner’s expense. Snow and ice removal is an occupant duty during daytime hours (§ 24.80.090).

No person shall cause any sidewalk in a public place which abuts upon property owned by him or her to fall into a state of disrepair or to be unsafe. ... after ten days' written notice furnished to such owner the sidewalk may be removed by the municipality or repaired at the owner's expense
Between the hours of 8:00 a.m. and 6:00 p.m., it shall be unlawful for any occupant of land subject to the requirements of this section to fail to remove any accumulation of snow or to fail to remove or treat any accumulation of ice from all accessible parking spaces or adjacent public sidewalks.
