Default rule and exceptions
Chicago owns the public sidewalk and imposes no ordinance requiring the abutting owner to repair it. Repair happens through CDOT’s voluntary Shared Cost Sidewalk Program, in which the owner and the City split the cost (owner rate well below a private contractor; senior/disabled discount). The enforceable owner duty is snow and ice removal (Municipal Code § 10-8-180).
