When any sidewalk becomes inadequate or unsafe for travel thereon, the Director of Operations and Maintenance or his authorized representative may, after giving five days’ written notice by certified mail, return receipt requested, to the owner or his or her agent, if known, of the necessity therefore, make all necessary repairs
