Default rule and exceptions
Per the City of San Diego Transportation Department, responsibility splits by cause: the City covers sidewalks fronting City-owned property and damage from City utility work, heat expansion, grade subsidence, and trees within the right-of-way; the homeowner covers normal wear and tear, private-tree damage, and age damage. The City of San Diego Transportation Department is responsible for maintenance of sidewalks fronting City-owned property or damage caused by heat expansion, City utility work, grade subsidence and trees within the right-of-way. Normal sidewalk wear and tear, damage caused by private trees, or age damage is the responsibility of the homeowner.
The owners of lots or portions of lots fronting on any portion of a public street or place when that street or place is improved ... shall maintain any sidewalk in such condition that the sidewalk will not endanger persons or property
Launching this year, the Safe Sidewalks Program will waive costly permit fees and help expedite the process for property owners to make needed sidewalk repairs, saving up to $2,100 per project.
As of July 1, 2026, the Safe Sidewalk Program Fee Holiday has concluded.
