Default rule and exceptions
Irving Code § 8-26 (minimum property-maintenance standards) requires sidewalks and other paved areas to be kept free from deterioration, holes and hazardous conditions, an abutting-owner duty. Code § 34-20 puts the cost of sidewalk construction on the abutting owner and lets the City do the work and charge the cost as a lien on owner failure.
