Default rule and exceptions
Corpus Christi Code § 49-34 requires sidewalks to be constructed, maintained and kept in good repair by the owner of the abutting or adjacent property. On owner failure after 30 days’ notice, the City constructs the work and the cost becomes a personal claim plus a lien against the property (§ 49-32).

Such sidewalks shall be constructed, if not already constructed, and maintained on all streets in front of, or adjacent to, all abutting property on the streets within the boundaries of sidewalk districts organized by ordinance of the city. ... and shall be constructed, maintained and kept in good repair by the owner of the abutting or adjacent property.
Should any person owning any property abutting or adjacent to any street along which any curb, gutter and/or sidewalk shall be required to be constructed fail or refuse to construct any such curb, gutter and/or sidewalk ... within a period of thirty (30) days after notice ... the city shall ... proceed to have such curb, gutter and/or sidewalk constructed. The cost of such construction ... shall constitute a personal claim against such property owner and shall be secured by a lien on such property
