If you are searching for a sewer lateral inspection in Chicago, it is usually for one of two reasons: water where it should not be, or a real estate transaction. Either way, there is a city program that changes the math, and its own paperwork requires the exact inspection you are searching for.
The Chicago split, in one line
The homeowner maintains the private drain; the Department of Water Management repairs qualifying breaks in the public way. Per the city's own Private Drain Program flyer: "All general maintenance, including cleaning, rodding and televising the entire private sewer drain line, remains the responsibility of the homeowner." But when the break is in the public right-of-way and the program criteria are met, "The homeowner will NOT have to pay for DWM repairs made in the public way."
Translation: the inspection is on you. The repair might not be, depending on where the break sits. That makes the inspection potentially the best money you spend on the whole problem.
The four-step process, from the city's flyer
- Call 311 (or file online) to report water in the basement.
- A DWM crew checks the main sewer. If the main is fine and the private drain is suspect, they refer you into the Private Drain Program.
- You hire a licensed contractor to rod and televise the line, and a DWM inspector must attend the televising. This is the "sewer lateral inspection" itself: a camera run through your drain, with the city watching the footage with you.
- Your contractor schedules that inspection through DWM (the flyer lists 312.747.4591).
Who qualifies
The program covers residential properties up to four units. It excludes new construction, rehabbed buildings, and commercial or mixed-use properties. If you are outside those bounds, the whole line is your problem at your cost, which makes a pre-purchase scope inspection even more important, not less.
What this means in practice
- Do not pay for a public-way repair before the televising. If the camera shows the break under the street and you qualify, the city fixes that portion at no charge. A contractor who quotes you for the full run without mentioning the program is either unaware of it or hoping you are.
- The camera footage is your evidence. Where the break sits decides who pays. That is the entire game.
- Buying a home in Chicago? The maintenance duty (cleaning, rodding, televising) transfers to you at closing. A scope inspection before you buy tells you whether you are inheriting a functioning drain or a scheduled excavation.
We do not quote a dollar figure for the private televising itself, because honest pricing needs a sourced, dated number and contractor rates vary. What is documented is the part that matters most: the city side can be free if you follow the process in order.
