# Sewer Lateral Repair in Washington, DC: Who Pays? | Who Pays the Repair?

> In DC the owner pays to maintain and clear the whole sewer lateral, public portion included. DC Water helps clear a blockage there but generally won't pay damages.

**Who pays:** shared

Washington makes the owner clear the whole lateral including the public portion under the street, but DC Water steps in to help when a plumber can’t clear that public segment.

**Boundary:** Owner is financially responsible for maintaining and clearing the entire sewer lateral including the public portion; DC Water assists (with clearing, not repair cost) if the owner’s plumber cannot clear the public portion.

**Property owner:** DC Water: "If DC Water determines the main sewer is clear, you are required to hire a registered master plumber to clear the sewer lateral (the line servicing your property) at your own expense," and "The property owner is also required to maintain the sewer service line and remove any clogs in the lateral."

**City / agency:** DC Water: "If your plumber cannot unclog the line in the public portion of the sewer lateral, they must call DC Water for assistance." DC Water "generally does not pay for cleanup costs or damages."

**Exceptions:** DC Water assists in clearing a blockage in the public portion when the owner’s plumber cannot (clearing help, not repair-cost subsidy)
