**Boundary:** Nevada Revised Statute 278.02313(1) bars a governing body from requiring an owner to maintain, reconstruct or repair a sidewalk in a public right-of-way that abuts the property, except for narrow exceptions a city must adopt. North Las Vegas has not adopted a general owner-repair ordinance; its only owner-cost hook is § 12.08.350, which charges anyone who damages public property for the repair. So ordinary sidewalk deterioration defaults to the City; only a party who causes damage pays.
