On owner failure after 30 days’ notice, the City constructs the work and the cost becomes a personal claim plus a lien against the property (§ 49-32).

**Property owner:** Construct, maintain and keep the abutting sidewalk in good repair (§ 49-34); comply within 30 days of notice or the City does it and liens the cost (§ 49-32).
