# Who Pays for Sewer Lateral Repair? The City-by-City Map

The sewer lateral is the pipe that carries everything out of your house to the city main, and when it fails, the bill is brutal: $5,000 to $15,000 is normal, more if it runs under a street. The question nobody asks until it clogs is who actually pays, and the answer is not that the city owns the street, so the city pays. In most cities you own the pipe well past your property line, sometimes to the middle of the road. We verified the rule in 43 cities against the water utility or the municipal code itself. ## The five patterns behind the table

1. Owner owns everything, to the main. The most common and most expensive-for-you rule: Los Angeles, Boston, Oakland, San Francisco, Detroit, Las Vegas, Dallas, Denver, and more. Your pipe, your bill, even where it runs under public pavement. Boston softens it with a grant; most do not.

2. Owner upper only, city owns the street segment. The friendly version: Austin caps your duty at the property line, and Portland goes further, maintaining the lateral all the way out to the street-side curb face so you only cover curb-to-building.

3. A cleanout boundary. Houston draws the line at the street cleanout: your pipe ends there, and Houston Public Works owns the rest to the main.

4. City maintains the lower lateral. Sacramento flips the usual pattern and maintains the street-side segment itself, adding repair loans for your side.

5. Own-it-but-cannot-touch-it hybrids. The strangest: San Jose (you own the whole lateral, but the city repairs the street segment for free once you file a form) and Charlotte (you own it, but are legally barred from working in the right-of-way, so Charlotte Water does it and absorbs the cost for tree roots, rodents, and other common failures, billing you only when the damage is your fault).

The single sharpest illustration of how little geography follows logic: [Austin](/rules/austin-tx-sewer-lateral/) and [San Antonio](/rules/san-antonio-tx-sewer-lateral/), 80 miles apart in the same state, draw the owner's boundary in opposite places.

## What to do before you buy or dig

- Find your city above and read its record. Each links to the utility page or code section stating the rule, quoted verbatim with the date we checked it.

- Ask specifically about the lower lateral. The expensive surprise is almost always the segment under the street. "Do I own the pipe under the road?" is the question that decides a $3,000 repair from a $12,000 one.

- Check for a program. Boston's grant, Sacramento's loans, and Charlotte's cost-sharing exist precisely because these repairs are ruinous. Do not pay full freight before asking.
